California Governor Newsom on Monday (January 10) proposed a plan to expand health insurance coverage to cover all low-income people and undocumented California immigrants.
Newsom unveiled the proposal on the same day that he unveiled his $286 billion budget. The proposal is part of the 2022-2023 fiscal year plan.
If approved by the state legislature, it will be implemented after January 1, 2024.
Currently, undocumented immigrants in California under the age of 26 are eligible for Medi-Cal coverage. Those over 50 will get this coverage after May 1.
Newsom asked the Legislature to allocate $819.3 million to Medi-Cal in 2023-24 and $2.7 billion annually thereafter to provide health care coverage for all income-eligible adults ages 26 to 49, regardless of immigration status.
“As California’s economy continues to recover strongly, we are redoubling our efforts to ensure that all of our communities can thrive,” Newsom noted.
Nearly two-thirds of California’s undocumented immigrants under the age of 65 lack health insurance, compared with less than 10 percent of Californians in that age group, according to a recent analysis by the UC Berkeley Center for Labor Research and Education.
Newsom’s latest move aims to change that.
“Our budget enables what we’ve been pushing for: universal health care for all,” Newsom said at a news conference Monday. “I’m proud of what we’ve achieved so far – I’d like to see this kind of policy replicated across the country.”
