CAS released “2024 Journal Alert List” to hit Academic Misconduct
The Chinese Academy of Sciences (CAS) has released the 2024 International Journal Alert List, focusing on issues such as academic misconduct and the impact of inappropriate behavior on the international dissemination of Chinese academic achievements and the effective use of publishing funds.
On February 19, the Chinese Academy of Sciences Literature and Information Center’s WeChat public account “Journal Zone Table” released the 2024 Annual “International Journal Alert List.”
The 2024 “International Journal Alert List” focuses on two categories of issues: academic misconduct that undermines the healthy development of the research ecosystem, such as citation manipulation and paper mills; and inappropriate behaviors that affect the international dissemination of Chinese academic achievements and the effective use of publishing funds, such as the disproportionately high proportion of Chinese authors (comprehensively judged based on factors such as APC fees and journal academic reputation).
The Chinese Academy of Sciences Literature and Information Center pointed out that both of the above-mentioned issues are urgent problems and challenges that need to be addressed in the construction of the research ecosystem. Therefore, the 2024 “International Journal Alert List” no longer distinguishes between different levels of alert risk.
Previously, the Chinese Academy of Sciences Literature and Information Center had released the “International Journal Alert List (Trial)” for the current year three times in 2020, 2021, and 2023.
In contrast, the lists released in the previous three instances did not explicitly indicate the reasons for the alerts, but rather categorized the alerted journals into high, medium, and low risk levels, with the alert risks decreasing accordingly.
According to public information, the purpose of high-risk alerts is to curb academic misconduct, especially in the case of mass-produced papers involving “paper mills”; medium-risk alerts aim to promote the international dissemination of Chinese academic achievements and optimize the use of China’s research funds, with low levels of internationalization among journal authors and readers, as well as unreasonable paper processing fees; low-risk alerts aim to remind scientists that there is a risk of a sudden drop in the academic impact of journals.
The Chinese Academy of Sciences Literature and Information Center emphasized that the determination of the “International Journal Alert List” is based on the principles of objectivity, prudence, and openness. The Journal Zone Table team hopes to work together with the scientific community, research management departments, journals, and publishers to consolidate the scientific spirit and create an academic environment that is upright and clear.
Since 2004, the Chinese Academy of Sciences Literature and Information Center has launched the Journal Zone Table, which evaluates the academic impact of international academic journals through scientometric methods. The design concept of this table aims to correct the neglect of the differences in impact factor values of different journals in the domestic scientific research community at that time.
According to a previous report by the Chinese Youth Daily, the intention of alerting journals is related to addressing academic misconduct and “paper mills.” In a research report released in 2022 by the Committee on Publication Ethics (COPE) and the International Association of Scientific, Technical, and Medical Publishers (STM), “paper mills” are defined as the process of submitting batches of produced papers to journals and charging fees or selling authorship rights on behalf of researchers, with the aim of providing them with papers that can be easily published.
For example, the Croatian psychology journal “Psychiatria Danubina,” which was listed in 2023, had issues with a series of supplements it published. The journal published 1179 conference abstracts from China in 2021, which had increased to 2068 in 2022. These conference papers claimed to come from several psychology conferences jointly organized by the “Chinese Academy of Sciences Institute of Psychology” and other institutions. However, the Chinese Academy of Sciences Institute of Psychology issued a statement denying any involvement in these conferences. Subsequent investigations found that the domain names of these academic conference websites were not registered, and the registrants only left QQ email addresses. Much of the information indicates that they are fake academic conferences, also known as “predatory conferences.”
